Note: French and Flemish rejected the European Constitution because its project was basically wrong, and, I guess, because people dosn't like at all Mr Barroso. Mr Barroso (who was Portugal's first-minister and left it into the chaos: after 30 years supported by EU, corruption in Portugal is almost the same as it is in the worst of the ex-comuniste EU's new members) just cannot grasp Europeans traditions and culture. Should be another person, with world dimension and charism as well connected with the great European culture, to give a different European Constitution project, after to be elected by Europeans (not choised by governments as it is).
On the other hand it's true that some Europeans just want easy money with no duties, but this problem, in my opinion, can be very easy and fast fixed. Actually is no room to big talks with corrupts or idiots (think on that shamed blasphemy Irish law!), so EU - if provided with an elected president - may act accurately and fix problems. The moves to strength collaboration between French and UK armies can be interesting.
The real true is that Europe on the present time worth just a bit more than zero. Obama's move away from this Europe was completely right because this Europe is nothing more than show off and "family's photographs".
